Consensus of the China-Cambodia-Thailand Track II Dialogue Delivered: GX Foundation Conducts a Public Health Assessment at the Cambodia-Thailand Border

Recently, the Hong Kong GX Foundation conducted a field assessment at refugee camps along the Cambodia-Thailand border, focusing on evaluating local public health conditions and urgent needs. This action is an important outcome delivered by the China-Cambodia-Thailand Track II Dialogue hosted by China Foreign Affairs University, marking the steady translation of the dialogue's consensus into concrete measures safeguarding the health of vulnerable groups.

In April 2026, at the Second China-Cambodia-Thailand Track II Dialogue, participating parties held in-depth discussions on protecting the rights and basic livelihood needs of displaced persons and reached consensus: to act on the principles of 'safety first, voluntary return and dignity protection'; to restore stability through peaceful negotiations while advancing humanitarian assistance and confidence building in parallel; to provide returning families with medical care, basic living supplies, infrastructure repair and psychological support, with demining operations prioritized to facilitate safe returns; and to welcome China's provision of non-political humanitarian infrastructure and technical assistance on a bilateral basis.

To actively implement the dialogue's consensus and the spirit of Track II dialogue, on July 4, Leung Chun-ying, Chairman of the GX Foundation, and Professor Emily Chan Ying-yang, Chief Executive, personally traveled to Pursat Province in Cambodia to inspect temporary camps for people displaced by the border conflict. The team assessed on the ground the transmission risks of mosquito-borne diseases such as dengue fever and multiple public health hazards, actively preparing to provide public health assistance to the camps.

This border mission not only demonstrates the GX Foundation's active practice of the humanitarian spirit, but also fully shows the practical effectiveness of the China-Cambodia-Thailand Track II Dialogue in building regional consensus and advancing border humanitarian assistance. The precious communication space that Track II dialogue preserves beyond official channels is being continuously transformed into a positive force for improving livelihoods and regional stability along the Cambodia-Thailand border.
