Recently, the Hong Kong-based GX Foundation conducted a field mission to refugee camps along the Cambodia-Thailand border, primarily assessing the local public health conditions and pressing needs. This initiative serves as a major practical outcome of the China-Cambodia-Thailand Track II Dialogue hosted by China Foreign Affairs University, indicating that the consensus reached during the dialogue is steadily transforming into concrete actions to safeguard the health of vulnerable populations.
In April 2026, at the Second China-Cambodia-Thailand Track II Dialogue, participating parties engaged in in-depth discussions and reached a consensus on issues including safeguarding the rights and basic livelihood needs of displaced persons. The consensus established the operational principles of “safety first, voluntary return, and dignity guaranteed,” emphasizing the restoration of stability through peaceful negotiations while simultaneously advancing humanitarian aid and trust-building. It also called for providing medical care, basic living supplies, infrastructure repair, and psychological support to returning families, with a priority on demining operations to facilitate safe returns. Furthermore, the consensus welcomed China's provision of non-political humanitarian infrastructure and technical assistance on a bilateral basis.
To actively implement the consensus and the spirit of the Track II Dialogue, on July 4, GX Foundation Chairman Leung Chun-ying and CEO Professor Emily Chan visited a temporary refugee camp in Pursat Province, Cambodia, which shelters individuals displaced by the border conflict. The team conducted on-site assessments of the transmission risks of mosquito-borne diseases such as dengue fever, alongside other multiple public health hazards, and is actively preparing to deliver public health assistance to the camp.
This border mission not only reflects the GX Foundation's active commitment to humanitarianism but also fully highlights the effectiveness of the China-Cambodia-Thailand Track II Dialogue in forging regional consensus and promoting border humanitarian aid. The invaluable communication space maintained by the Track II dialogue outside official channels is continuously evolving into a positive force for improving livelihoods and regional stability along the Cambodia-Thailand border.
