On April 19,2025, Professor Ou Minggang, Dean of the School of International Economics, was invited to attend the seminar "Improving the Mechanisms and Systems for High-Level Opening-up" jointly organized by the China International Finance Society and Hainan University, and co-hosted by the Bank of China Research Institute and the International Business School of Hainan University. He delivered a keynote speech titled "Balancing Financial Openness and Financial Security." First, Professor Ou compared Chinas response strategies in two tariff wars initiated by the United States, arguing that further deepening reform and opening-up, as well as promoting high-level and institutional openness, were strategic choices to counter the tariff wars initiated by the U.S. Next, he systematically reviewed a series of financial opening-up policies and measures introduced by China since 2018 and their actual effects, pointing out the direction for further efforts to expand financial openness. At the same time, he analyzed the external challenges facing Chinas financial security from multiple perspectives. Finally, he proposed strategic choices to balance the expansion of financial openness with the maintenance of financial security. Professor Ous analysis resonated with the participants.
