The Academic Conference of ‘The Belt and Road Initiative and
Protection of Chinese Overseas Interests’ was held in Beijing

The academic conference ‘The Belt and Road Initiative and Protection of Chinese Overseas Interests’ conducted by Overseas Interest Protection Research Centre of China Foreign Affairs University and China Overseas Security Group (COSG) was held in Beijing on May 18th 2017. There were more than 30 participants from different fields and sections including governmental officials from Ministry of Foreign Affairs, International Department, Central Committee of CPC, Ministry of Public Security and Foreign Affairs office of the People’s Government of Beijing Municipality; scholars from China Foreign Affairs University, Chinese Academy of Social Sciences, University of International Relations and Centre for China and Globalization; and experts/business leaders in this field from China Security Association, China Energy Conservation and Environmental Protection Group, Power Construction Corporation of China and China Overseas Security Group. Participants have had profound discussions on the issues including the relationship between the promotion of the Belt and Road Initiative and the protection of Chinese overseas interests, constructing a solid overseas protection system and the security and risk control of enterprises under the “Going Global” strategy.

The opening ceremony was chaired by Professor Xia Liping, the director of Research Centre of Overseas Interest Protection,  China Foreign Affairs University. She briefly introduced the research and development of the centre since it was founded. Professor Gao Fei, President  Assistant of CFAU, made the welcome speech representing the University. He introduced the significance of this conference for universities, enterprises and government under the grand background of Great-power Diplomacy with Chinese Characteristics.

Cao Xiaolin, Deputy Director of The Department of External Security Affairs of Ministry of Foreign Affairs, and Xu Yongquan, Deputy Director of China Centre for Contemporary World Studies of International Department, Central Committee of CPC, made the keynote speeches. Director Cao strengthened the significance of overseas interests’ protection and analysed the potential and upcoming cooperative modes of protection of Chinese overseas interests. Director Xu Yongquan introduced the current situation of the development of think tanks of the Belt and Road Initiatives. He also analysed how think tanks could make full use of their advantages in participating in the Belt and Road Initiatives in the future.

Wang Guobao, President of China Overseas Security Group, introduced the opportunities and challenges the security enterprises face during servicing overseas Chinese companies in the Belt and Road Initiatives. President Wang also looked into the future of development of security companies. Representatives from China Energy Conservation and Environmental Protection Group and Power Construction Corporation of China introduced the basic status and demands of enterprises in terms of security services. Director Li Ping from China Security Association introduced the situation of construction and external cooperation with foreign organisations of the association. The military attaché Li Yan from the joint staff of the Central Military Commission and Professor Su Hao from China Foreign Affairs University took a comprehensive analysis on the political and security risks in the construction of the Belt and Road Initiative. It was widely acknowledged that the importance and urgency of protection of overseas interests would rise rapidly along with the promotion of the Belt and Road Initiative. It was expected that a multi-level, solid and comprehensive system of overseas interests’ protection could be constructed.
