On December 20th, 2017, the delegations headed by Gan Zangchun, Deputy Director of the Legislative Affairs Office of the State Council of the PRC, and Sun Jin, Counselor from the Department of Treaty and Law of the Ministry of Foreign Affairs, conducted research on the applicability of international treaties to Chinese domestic laws at China Foreign Affairs University (CFAU). The symposium was hosted by the CFAU Department of International Law and co-organized by the Research Center for Beijing International Exchanges and Foreign Affairs Administration, CFAU.
Prof. Qin Yaqing, President of CFAU, held discussions with the delegations led by Deputy Director Gan Zangchun and Counselor Sun Jin at 14:30 in room 138 in the main building. Others present were delegates from the CFAU Department of International Law including Director Xu Junke, Secretary Li Shuyuan, Prof. Jiang Guoqing, and Deputy Director Liu Ya.
The symposium on “The Applicability of International Treaties in Chinese Domestic Laws” was held in the conference room of the Center for International Exchanges. At the opening of the discussion chaired by Prof. Xu Junke, Deputy Director Gan Zangchun delivered a speech. Experts and scholars from academia, the Legislative Affairs Office of the State Council of PRC and the Department of Treaty and Law of the Ministry of Foreign Affairs gave in-depth analysis and constructive suggestions on the topic. Yi Xianhe, Chief Professor of Wuhan University Institute of International Law, Prof. Che Pizhao from School of Law, Tsinghua University, Associate Professor Zhu Lijiang from the School of International Law, China University of Political Science and Law, and Prof. Jiang Guoqing, Prof. Gao Xiudong, Associate Prof. Gong Yingchun, and Prof. Xu Junke from the CFAU Department of International Law, addressed the meeting respectively, putting forward their proposals concerning issues such as qualitative analysis of the United Nations Security Council resolution, modes of treaty application in major countries of the world, the validity of international treaties within a country, the contradiction between international treaties and domestic laws and provisions on the application of international treaties by Chinese law.After hearing their proposals, Deputy Director Gan Zangchun spoke highly of the experts and scholars who had prepared and presented such in-depth research. He expected long-term cooperation between the invited delegations and the CFAU Department of International Law, to make concerted efforts to tackle the challenges in the application of international treaties in domestic laws and to further promote the formulation of related laws.
