“ASEAN Regional Forum (ARF) Preventive Diplomacy: New Ideas and New Paths” Seminar held in Nanjing

The "ASEAN Regional Forum (ARF) Preventive Diplomacy: New Ideas and New Paths" seminar was held in Nanjing, Jiangsu Province from November 29 to 30, 2018. The seminar was hosted by the Asia Institute of China Foreign Affairs University and the Collaborative Innovation Center for South China Sea Studies at Nanjing University. It was co-sponsored by the governments of China, Brunei, and the United States. More than 80 official and academic representatives from 16 ARF members attended the meeting, including China, the United States, and ASEAN countries.

The "high-level perspective" session invited the Executive Director of the ASEAN Peace and Reconciliation Research Institute, Ambassador Rezlan Ishar Jenie; the former UN Secretary-General's Special Representative in East Timor, Professor Hasegawa; and Professor Zhu Feng, Dean of the Institute of International Relations of Nanjing University, to deliver keynote addresses. In the following five panel discussions, the participating experts conducted extensive, in-depth, and candid discussions on topics such as “new perspectives and concepts in preventive diplomacy”; “challenges and trends in preventive diplomacy”; “new preventive diplomacy methods applied globally and regionally”; “the intersection of neuroscience and preventive diplomacy”; and “exploring the role of women, youths, and think tanks in preventive diplomacy.” The discussions generated many forward-looking and constructive insights.

This seminar aims to combine theory with practice, global experience with regional realities, natural science achievements with diplomatic arts, and to broaden the vision and ideas of ARF members by creatively conducting preventive diplomacy. The contributed wisdom that came out of this seminar serves to further shape consensus and accelerate the development of preventive diplomacy in the region.

The ASEAN Regional Forum was established in 1994 with 27 members and is the most influential platform for multilateral security dialogue in the Asia-Pacific region. The ARF process is divided into three phases: confidence-building measures, preventive diplomacy, and paths to conflict resolution. At present, the ARF is moving towards the preventive diplomacy phase. This seminar was the third-related meeting hosted by CFAU, following the “ARF Preventive Diplomacy Training Course” held in October 2014, and the “ARF Non-Traditional Security Field Preventive Diplomacy Seminar” held in November 2016,
