The 5th NACT Country Coordinators’ Meeting Held in Singapore

The 5th Network of ASEAN-China Think Tanks (NACT) Country Coordinators’ Meeting and 5th NACT Seminar on Promoting Smart Cities Development and Innovative Solutions was held in Singapore from December 20th to December 21st 2018. It was jointly organized by NACT China and NACT Singapore. Guo Yanjun, director of NACT China, led a delegation to participate in the meeting.

The meeting summarized the work of NACT in 2018, and discussed and arranged various topics, including the focus of work for 2019, the group research plan, and NACT Thailand’s role in the rotating presidency. The participants agreed to promote the sustainable and inclusive development of partnerships next year, and proposed three working group meetings focused on regional interconnection and sustainable development, sustainable energy development, and sustainable environmental development. They will be overseen by NACT Malaysia, NACT Vietnam and NACT Singapore respectively.


The seminar focused on promoting smart cities development and innovative solutions. Mr. Peter Tan, deputy permanent secretary of the Ministry of Foreign Affairs of Singapore attended the meeting and delivered a keynote speech. More than 40 representatives from government departments, academic circles and the ASEAN Secretariat attended the meeting. The seminar closely followed the theme of the China-ASEAN Innovation Year and discussed how China and ASEAN can improve people's livelihoods through strengthening technical cooperation, especially in the field of smart city construction. Experts from various countries shared their experiences and put forward many forward-looking cooperation proposals.

NACT was initiated by the Chinese government and officially launched in 2014. It is an important second-track diplomatic mechanism under the framework of China-ASEAN cooperation. In order to cooperate with first-track diplomatic work in 2018, NACT has held the “Special Working Group Meeting on Promoting the China-ASEAN Strategic Partnership 2030 Vision” and the “Working Group Meeting on E-Commerce Cooperation”, in Beijing and Singapore respectively. The working group reports have been submitted to the 21st China-ASEAN Leaders' Meeting and were endorsed by the chairman's statement and the Report on China-ASEAN Strategic Partnership Progress. This is the first time that our work has been affirmed by the Leaders’ Meeting since the establishment of the NACT, achieving a historic breakthrough. NACT has significantly improved the influence of intellectual connections in China-ASEAN relations.
