NACT Task Force Meeting Launch in Beijing

The Network of ASEAN-China Think Tanks (NACT) was initiated by China in 2013 and officially launched in 2014. It is an important mechanism for second-track diplomacy in the region and a significant platform for people-to-people exchanges and cooperation between China and ASEAN countries. 

2018 marks the 15th anniversary of the establishment of the China-ASEAN strategic partnership, and bilateral relations between China and the ASEAN countries face an opportunity for upgrading and improvement. On 26th January 2018, the Institute of Asian Studies at China Foreign Affairs University held the NACT’s “2030 Vision for China-ASEAN Strategic Partnership” (2030 Vision) task force meeting in Diaoyutai State Guest House in Beijing.


The consensus reached at this meeting and the high-quality research submitted by participating countries will be handed to the first track to inform the development of the “2030 Vision”.


The task force meeting brought together high-level delegates from ASEAN think tanks, national coordinators from the NACT and more than 50 famous domestic experts. The meeting commenced with opening speeches from Mao Ning, deputy director-general of the Department of Asian Affairs at the Ministry of Foreign Affairs of the P.R.C.; Sun Jisheng, vice president of CFAU; and Huang Chaohan, senior researcher at the East Asian Institute at the National University of Singapore. Weng Tie, vice secretary of the ASEAN Secretariat, and Zhang Yunling, director of the Institute of International Studies at the Chinese Academy of Social Sciences (CASS) gave key-note speeches.

The meeting examined and evaluated the current China-ASEAN cooperative framework, mechanism and achievements in specific fields. It defined and clarified the significance and main goals of the strategic partnership between China and ASEAN countries and mapped out the linking of the “2030 Vision”, “ASEAN Community Vision 2025”, “2030 Agenda for Sustainable Development” and other strategies. There were also constructive proposals on the goals, fields and approaches of cooperation on political security, economic development and people-to-people exchanges. 


All participants agreed on the instrumental role of the China-ASEAN strategic partnership in promoting economic and social development, regional stability and mutual prosperity. Bilateral relations have progressed from a period of rapid development to a period of improvement in quality. Moreover, the China-ASEAN strategic partnership has entered a new phase of comprehensive and sustainable development. The “2030 Vision” proposed by China and ASEAN heads of states has epoch-making significance. The joint efforts of China and the ASEAN countries to build a higher-level strategic partnership and a closer future China-ASEAN community are vital for the sustainable development of bilateral relations, the ASEAN community and regional and global governance.
